Мисија Фонда "Др Милан Јелић" је подстицање талентованих младих људи у Републици Српској да унапређују свој потенцијал и остварују резултате по којима ће бити препознати као интелектуална елита, чија ће стечена знања и вјештине бити основ за развој Републике Српске.
Циљеви Фонда "Др Милан Јелић" су:
Циљеви се остварују додјелом престижних стипендија, промоцијом остварених резултата стипендиста, подршком у развоју професионалне и научно-истраживачке каријере стипендиста, пружањем финансијске и моралне подршке стипендистима у постизању надпросјечних резултата.
